This is the move that decides whether improvement survives the people who made it. A finished process graduates to your archive with its evidence attached, so next year's team inherits what was decided and why, not a folder of files and a rumour.
It also closes the loop in a literal sense: what you keep becomes the baseline the next Compass is scored against. A turn of the loop that leaves no record is a turn you get to do again.
